    Restores Windows web interface access through both http://localhost:8797/ and http://127.0.0.1:8797/. Loopback mode now listens on IPv4 and IPv6 when available, and older settings can no longer force Secure session cookies over plain local HTTP. Also includes the Requests dependency warning fix from 1.3.1.
